When the federal government shuts down, headlines move fast. But for IDD agencies and families, the practical questions are slower and more personal. Will Medicaid be delayed? Are waiver programs affected? Will services stop?


The good news is that most core services continue during a shutdown. However, some agencies may face operational slowdowns, payment delays, or disruptions in administrative functions. Understanding what changes and what stays the same can help families, providers, and individuals navigate the uncertainty with more confidence.

What stays the same


Most essential IDD services remain operational during a government shutdown, especially those funded through Medicaid and state-level systems.


  • Medicaid payments continue. Because Medicaid is jointly funded by states and the federal government, it is considered mandatory spending and does not stop during a shutdown. Claims should still be processed and paid as usual.
